The article mentions the guy living in New Jersey.

I haven’t read the terms for Ideas submissions recently, but I thought they wouldn’t consider sets where they would have to license new IP. Not sure who manages the Mr. Roger’s rights, but I’d guess Lego doesn’t currently have a relationship with them.
